An American "Belt and Road Initiative" that rebuilds the weak, rights the wrongs, and makes a truly free world.

Authored by Samuel Chang

Revised by Gregory Brew (Gfb18@georgetown.edu)

After a nearly three decades of unrivaled American hegemony, a new superpower is rising, conceived in the olden world, powered by ambition, governed by a ruthless administration. By “ruthless”, I do not mean “savage”, but tenacious and relentless. For the last three or so decades, they have rebuilt their village scraps into the grandest metropolises, turned their farmers into melancholy and efficient cogs in their manufacturing machines, and created mechanized people, stuffed with facts and propaganda, and the belief in one mission - the preservation and empowerment of a homogenous Chinese nation.

Their industrialization is the most rapid and productive in man’s history, as manifested at this present hour. The Chinese nation has risen to its current place as the second most powerful and the most populous in the world. Their economy is a goliath: they are the center of technology and manufacturing, and the country of exports. Their prevalence is not merely defined by exports and trade, but by neocolonialism and control. China is now embarking on colossal infrastructure investments, funding projects in most parts of Asia, Eastern Europe, and Africa. These projects hold a darker motive than just the development of fellow nations. These policies seek to exploit the financial inability of nations to repay their loans and cede the projects to the Chinese government.

Beyond the economic realm, China is gaining control through the harshest means with a goal to unite all Sinitic peoples. They are an empire whose goal of annexation is evil-spirited. Mongolia, the land surrounded by autocracy, is in danger of imperial consumption. Taiwan is fearful of a Chinese military invasion. Hong Kong has its independence thwarted and laws broken by the nation above it who agreed to its sovereignty. Even some allies in Russia can not escape the irredentism of the Chinese state. The Chinese nation, to pursue such an expansion, is building up a military parallel in power to that of the United States.

Most despicable of all, they are subjugating, demoralizing, and destroying the lives of the Uighur people whose culture is a “threat” to Chinese hegemony through sterilization, confinement in concentration camps, and rape. The continuation of this heinous practice in many of the target annexed countries should be a matter of great consternation. China is embarking on a path tread upon by evil predecessors who have been smitten down by the guardians of noble principles. It is therefore proper to say that the People’s Republic of China is no better than the wretched Nazi Germany or their evil father, Mao’s Communist China. We are facing a threat despicable in all senses. History and logic suggest war is not on the table to defeat the rising Chinese juggernaut. Instead, the United States and its allies are waking up and issuing proclamations, boycotts, and sanctions, but they are not enough.

No plan that prevents the further spread of Chinese influence through grandiose economic action and cooperation is in existence until now. I propose the following endeavors that all combine to form the Free World Enterprise:

Details of The Plan

  • The United States, as the main architect of the plan and with the full partnership of its greatest allies, will provide massive infrastructure investments to these regions and nations based on dire need:

    • Eastern Europe

    • Latin and Central America

    • Africa

    • South and Southeast Asia

    • (Possibly) Middle East

  • Infrastructure includes roads, bridges, buildings, internet cables, highways, tunnels, canals, dams, ports, solar cells, nuclear power plants, and wind turbines. We will replace, improve, modernize, and build from scratch. All infrastructure will be built to abide by the vision of a 21st century world.

  • Projects will be funded via large foreign aid packages and materials will be supplied via trade. Whenever China offers a certain amount of money, we offer more. The materials, whether that be steel, iron, copper, wires, aluminum, or electronics, will be supplied by the United States, and if they are willing, the rest of the first world countries. By doing so, the peoples of the target countries will assemble, work, and construct the necessary components of a strong economy. The demand of such materials will be great to the extent in which America needs to re-operate and expand their manufacturing power, mass producing products and creating new corporations and jobs.

  • Loans provided by the aid packages can be paid back to the United States and fellow nations with reasonable interest rates, unlike the Chinese loans that are unreasonably disastrous for the smaller countries. We seek to financially cooperate, instead of control.

  • When basic infrastructure needs are accomplished, we can pursue new projects that seek to revitalize schools and hospitals. For schools, we will rebuild them to create a safe, enriching environment in which students will learn and develop their highest potential. We will make schools modern by instituting laboratories, providing 5G internet, and using updated technology like iPads, tablets, and laptops. This will be a major part of a concurrent plan to improve education systems to prepare students for the 21st century. For hospitals, we build them to fit in as many patients as possible, supply them with enough materials like vaccines, masks, and oxygen tanks. We will make them ready, sanitary, and proper for patients and healthcare workers whenever there is a crisis.

  • The U.S. will issue trade packages similar to the Trans Pacific partnership that have been attempted in the past. After China and other Pacific powers ratified the RCEP, the United States needs to improve trade opportunities with Allies in the Pacific specifically ASEAN, the states on the Indian Subcontinent and Oceania.

  • The U.S. will increase Foreign Exchange opportunities from American Universities for key countries along the Belt and Road.

  • The U.S. will further strengthen ties with NATO and member states by committing the necessary GDP requirement to the organization.

  • The United States will strengthen, fund robustly, and expand the Peace Corps. We will plan to publicize the Corps to all people, young and old, as a force of good. It is the greatest link between us and the world. Therefore, it is one of the greatest priorities.

  • What we the free world will gain are new allies in new continents, stronger bonds of fellowship, and the betterment of global society.

Doubt and concern will be in the minds of those who see this plan. It is natural, for such an enterprise is risky and not commonly practiced. However, I see this as the best way to lay our foot on the earth and prove ourselves as well as others that the United States of America is willing to hold firm the spear of leadership which we have held for many years and withdrew for many more.

For too long, the United States has been failing to be the best world leader possible. We have disappointed our friends, failed to address the needs of others, and let our adversaries tramp over us. That ends now. We shall not be bystanders on the sidelines, focusing on our selfishness. We have in front of us the conspiring emperor Xi Jingping who is nearing his goal of suppression and imperialism. Europe, Asia, and Africa shall not fall and be conquered by the Jingping Dynasty. Like many of the people before us, we will not wave the white flag or be neutral. We shall gather our common strength and unnerving fortitude, and be competitive, save our friends from the imperialist fist, and ensure democratic liberty.

The fight for the 21st century begins now. This will be our century! The earth belongs to us, the human beings of honor, peace, and freedom. We have fought tyranny before, and we will do it once more. All the earth will rejoice to the songs and hymns of free people. When history is written in a peaceful future, people will say that we have fought and won with glorious majesty.
